if not, what’s the difference?

Are you referring to a parterre? A parterre tends to be a formal garden, and often has low hedges, while a garden plot just refers to the space where there’s a garden. Community gardens (also called allotments) often refer to a garden plot – which is simply the space that they are allowing you to use. A garden plot could include a parterre, or simply a rows of vegetables.
