how do I get rid of moss on top of an uncultivated garden plot?

I have just inherited an uncultivated garden plot. The moss completely covered the top of the dirt. It hasn’t been used for about 7 years. I turned it over twice, and it seemed to be gone, however with the recent rain it has appeared again.
