How difficult is it to gain residency in california?

Hello, I have full intent to live in California…(I will get a drivers license, register to vote, rent an apartment after freshman year).
I do not want to pay an out-of-state tuition so I was thinking after my freshman year, I could take a leave of absence to work. The only part confusing me now is the "self-sufficient" part. What does this mean to have to be "self-sufficient"? Does it mean I have to be able to support all of my tuition even from this year (out-of-state) by loans or working?
